NYC Place of Assembly Certificate of Operation (PACO)

Places where 75 or more people gather indoors or 200 or more gather outdoors can require a NYC Place of Assembly Certificate of Operation. The old PApackage URL is retained and updated to the current DOB NOW / FDNY process.

What This Service Covers

A legal Place of Assembly can involve DOB plan review, associated construction filings, egress and life-safety requirements, a DOB final inspection, and an annual FDNY public-assembly permit after the initial certificate.

Historic URL retained: Preserves PApackage.html while replacing obsolete 2014 content and the old 347 phone number.

DOB NOW filing

Current PA/TPA filings are handled through DOB NOW: Build.

Associated construction must be closed

Alteration, mechanical, plumbing, sprinkler, standpipe, electrical or fire-alarm work may need separate approvals before the PA final inspection.

FDNY annual permit

After initial DOB issuance, FDNY performs annual assembly inspections and issues/renews the public-assembly permit.
